Weekly Update from Rep. Dale Helwig – Protecting Our Children & Election Integrity
It is my great honor to represent the hardworking people of District 1. This week was filled with important discussions, legislative action, and meaningful visits with constituents.
Meeting with Constituents & Local Officials
One of the best parts of serving as your representative is hearing from you. I was grateful to visit with Steve and Dora Dunlap, who dropped by for a chat, and DeLinda White and her husband, who shared their concerns regarding property tax assessments.
Additionally, Sheriff Brian Henderson and Undersheriff Chip Root visited Topeka for training. Together, we met with KDOT officials to discuss safety improvements at the K26 and US 166 intersection south of Galena. KDOT acknowledged the concerns and has committed to following up.
Legislative Updates: Protecting Our Children
The most impactful legislative development this week was the passage of SB 63, the “Help Not Harm Act.” This bill ensures that minors in Kansas are not subjected to irreversible gender transition procedures, including puberty blockers, cross-sex hormones, and surgeries. Families will also have the right to pursue legal action against providers who violate these protections. The bill passed both chambers and now awaits the governor’s signature.

A Commitment to Life
On Wednesday, I stood with fellow legislators at one of the largest Kansas Right to Life Rallies in history. While the Supreme Court has ruled on this issue, rest assured the fight for the unborn is not over in Kansas. We will continue to advocate for pro-life values.
Election Integrity & Property Tax Discussions
Election integrity is a top priority. This week, we reviewed HB 2021, which addresses the security of remote ballot drop boxes. Discussions on this matter will continue.
In property tax news, SCR 1603 passed the Senate, placing a 3% cap on annual property valuation increases. While the cap prevents drastic tax hikes, it does not curb government spending. As a result, local officials may need to raise mill levies faster than before.
Water Committee: Controversial Fee Evaluation
The Water Committee debated changes to fee evaluations for water and wastewater operators. While fees need to cover administrative costs, any changes may affect test administration. More discussions are expected in the coming weeks.
